Gunotsav:

The RTE Act, 2009 provides the Constitutional Right to Education to every child aged between 6 to 14 years thereby guaranteeing the Right to Elementary Education.Section 29 of the Right to Education Act, 2009 mandates that every child in India aged 6 to 14 years has the constitutional right to receive quality , inclusive and child friendly education. Drawing from the mandate of the Act, increased focus is being laid on quality education at elementary level which is the foundation of learning among children.

Over the years, various initiatives have been taken for improved Learning Outcomes. These include development of textbook in the line of NCF , 2005 , implementation of activity based learning, providing training to teachers, engagement of qualified teachers etc. Now , there is an urgent need to focus on assessing the learning outcomes which would help in identifying the learning gaps objectively and for providing necessary remedial measures.

Quality of education is a major concern of the state Government. In order to achieve the same the state Government has planned to implement 'Gunotsav-celebrating quality' from the academic year ,2017. This is a convergence exercise involving State Government of Assam, SSA,SCERT and Directorate of Elementary Education. Initially 8 districts viz. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup(M),Lakhimpur , Morigaon& West KarbiAnglong will be covered under the programme.

Goal of Gunotsav :

  1. Ensuring quality elementary education with improved learning outcome.

Key Features of Gunotsav:

  1. To create a spirit of a high priority to quality education among all stakeholders.
  2. Ministers, IAS,IPS,IFS officers, Class–I & II officers will visit schools and take part in the process of evaluation.
  3. Actionable feedback of learning gaps, common errors, misconceptions, strong & weak competencies will be taken into consideration for policy formulation.

Who will be the External Evaluators:

  1. External assessment will be done by Hon'ble Chief Minister, Education Minister, Ministers of other Departments, Sr. Officers including IAS, IPS, IFS ,other Grade-I & II officers, faculty of University , College , etc.

Why External Evaluation/Evaluators?

  1. Impartial evaluation.
  2. Motivation and encouragement.

Need of Gunotsav in Assam :

The National Policy on Education, 1986 has also stated that Continuous and Comprehensive Evaluation should incorporate both scholastic and non-scholastic aspects of evaluation spread over the total span of instructional time.

The National Curriculum Framework, 2005 (NCF-2005) proposed examination reforms to reduce stress on children and make evaluation comprehensive and regular.

CCE - The present evaluation system is being done in the line of CCE. CCE is a system of keeping continuous track of the growth and development of a child in respect of curricular and co curricular areas.

As per the mandate of the Right to Education Act,2009, more focus has been laid on quality education at elementary level which is the foundation of learning among children.

Sustainable Development Goal- No :4 (SDG) has also emphasized on ensuring equitable and quality primary and secondary education leading to relevant and effective learning outcomes by 2030.

Therefore, quality is the thrust area, improvement which needs concerted effort from all end.

The State Govt. of Assam is seriously concerned about ensuring quality elementary education to all children. The State Govt has taken the decision to implement Gunotsav in the line Gujarat from academic year, 2017. Hon'ble Minister Education has already announced the implementation of the programme in his budget speech.

The 1st phase of Gunotsav was conducted from 4th to 7th April, 2017. In the 1st phase, eight districts viz. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup-Metro, Lakhimpur, Morigaon and Karbi Anglong ( West) were covered . All schools (Govt./Prov(in case of Composite school elementary level were considered) & Tea Garden Managed Schools of all mediums were covered under the programme. The Assessment was done on four core areas viz Academic achievement of children of Class-2 to 8 , Co-scholastic activities, Availability and Utilization of School Infrastructure and other facilities and Community Participation.

Each External Evaluator have visited 3 schools - one school on each of the three days i.e. 5th , 6th and 7th April, 2017. They spent the whole day in the school from Morning Assembly till completion of school evaluation. Their observations and recommendations will be taken into consideration for formulation of policy and designing effective strategy for improving the quality of elementary education.

The second phase of Gunotsav  conducted from 19th to 22nd September, 2017 and will cover 12 districts  of Assam.

The programme was expected to bring about the following results :

  1. Tracking academic performance of each child across all subjects throughout the elementary cycle.
  2. Indication of learning gaps of child
  3. Designing and implementing remedial strategies based on the identified learning gaps.
  4. Enhancing learning of students through timely regular feedback and support and bring about improved learning outcomes.
  5. Increase retention rate and reduce dropout rate.
  6. Generation of awareness and greater participation among all stakeholders.
  7. Ensuring better school functioning.
