D.El.Ed Courses in Assam
SCERT, Assam, as a State counterpart of NCERT, New Delhi has been continuously working for the improvement of quality school education and teacher education of the State since its inception. Teacher Education is a noteworthy area of concern for SCERT, Assam.
Diploma in Elementary Education (D.El.Ed) course under SCERT, Assam( face to face mode)
As per provision of the RTE Act, 2009, the Govt. of Assam decided to introduce 2-year Diploma in Elementary Education (D.El.Ed.) course w.e.f. January 2012 in NCTE recognized Teacher Education Institutions (TEIs) of the State for acquiring the mandatory professional skills of the persons those aspire to take teaching profession in the elementary stage. This course bears its own unique standard and importance in equipping and preparing a prospective teacher. The curriculum of the course was developed in the light NCFTE, 2009 by SCERT, Assam and subsequently revised as a package of 4 (four) semesters to equip prospective teachers with the knowledge, attitude, behaviours and skills that they require to perform in their future profession effectively in the classroom, school and wider community for better quality education.
SCERT, Assam is conducting 2 years D.El.Ed. course through face to face mode for generating prospective teachers from 2012.
Pre Entry Test (PET) of 2 years D.El.Ed. (PSTE) course
Pre Entry Test is a competitive test among the permanent residents of Assam to get selection into 2-year D.El.Ed. course in NCTE recognized Teacher Education Institutions of Assam under SCERT, Assam. As per the recommendation of Justice Verma Commission, the conduct of PET is a mandate for admission in D.El.Ed. course. From 2016 onwards, Pre-Entry-Test (PET) has been conducted to select candidates for admission into D.El.Ed. (PSTE) Course.

Diploma in Elementary Education (D.El.Ed.) under KRISHNA KANTA HANDIQUI State Open University(ODL mode)
In Assam, the Right to Education Act (RTE, 2009) came into force on April 1, 2010. It reported that a substantial section of teachers in Assam in the lower primary and upper primary sections remain untrained. Moreover, the recently appointed TET qualified teachers also lack formal teacher-training except those with B.Ed. degree. As per the direction of MHRD all such untrained teachers are to be trained within the year 2015. As it is practically impossible to train such a large number of teachers in the face-to-face mode, within such a short period of time, the Government of Assam decided that such teachers are to be trained through the Distance Mode of Education. Krishna Kanta Handiqui State Open University (KKHSOU) was entrusted the responsibility of framing the curriculum and developing the teacher-teacher programme. Accordingly, Diploma in Elementary Education (D.El.Ed.) programme was designed and developed by the University in the light of NCTE guidelines with the academic support of experts from DEC and IGNOU, besides local experts, and submitted to the NCTE through the ASSA Mission. The NCTE has approved the Diploma in Elementary Education programme. The duration of the programme was of two years and only those who are selected/nominated/deputed by the Government of Assam (i.e. SSA Mission)was entitled to undergo this training.
2 year D.El.Ed. course through Open and Distance Learning (ODL) Mode:
SCERT, Assam conducted D. El. Ed. course in Open and Distance Learning (ODL) mode with approval of NCTE in order to comply with the legal mandate under Section 23 of RTE Act, 2009 for ensuring professional training of all untrained elementary school teachers who had joined after 03-09-2001. The training of untrained teachers is being taken care through a distance education programme in the State.
2 year D.El.Ed. course through ODL mode under NIOS
SCERT, Assam extended support to NIOS in conducting 2 years D. El. Ed. course through ODL mode with approval of NCTE in order to provide an opportunity to all untrained teachers of Govt., Govt. aided and private schools who had joined after 03-09-2001 to undergo D.El.Ed. in compliance with the legal mandate under Section 23 of RTE Act, 2009 and in view of the relaxation granted by MHRD to fulfil this requirement by 31-03-2019.
